I've just read this report titled "The U.S. Military Presence in Okinawa and the Futenma Base Controversy" made by the US Congressional Research Service(CRS). I think it's a fair description overall.
The following line on Page 11 seems inaccurate to me, though."Henoko village residents are reportedly more focused on the economic benefits of the new base and irked by the intrusion of environmentalists."
